【摘要】:TheAPIisametricusedtocommunicatetherelativeimportanceofequipmentintermsofmissioncriticality,security,orothermeasuresimportanttothebusinessentity.Itoffersamethodforrankingassetsbasedonjudgment/importancefactorsdefinedbytheorganization,creatinginformationtojustifycompellingargumentsforinvestment,securitystrategies,anddispositionplans.APIalsoprovidesaquantitativebasisfordetermininganddocumentingoperationalrelationshipsbetweenanassetportfolioandbusinessobjectivescapitalinvestmentstrategies,deferredmaintenanceapproaches,securitydesignandanalyses,continuityofbusiness/riskanalyses,anddispositiondecisions.Itenablesmanagementtoidentifycriticalassetsandallocateresourcesappropriatelyandshouldthereforebeanintegralprocessinequipmentmanagement.1.1Thispracticeestablishesaquantitativeprocess,anassetpriorityindex(API),forprioritizingassetresourcesinacquisition,utilization,anddispositiontoprovidemanagerswithamethodtoprioritizeassetresourcesbasedonpredefinedcriteria.1.2TheAPIhasawiderangeofapplicationsincluding,butnotlimitedto,useasabasisforcapitalinvestmentstrategies,deferredmaintenanceapproaches,securitydesignandanalyses,continuityofbusiness/riskanalyses,anddispositiondecisions.1.3TheAPImodelisdesignedtobeapplicableandappropriateforentitiesholdingequipmentdesignatedascapitalassets.1.4Inadditiontotheapplicabilityofmoveableanddurableassetsasdefinedinthispractice,thismethodologymayinwholeorinpartbeeffectivelyappliedtointangibleproperty,realproperty,andmateriel.Thispracticeoffersinstructionsforperformingoneormorespecificoperations.Thisdocumentcannotreplaceeducationorexperienceandshouldbeusedinconjunctionwithprofessionaljudgment.Notallaspectsofthispracticemaybeapplicableinallcircumstances.ThisASTMstandardisneitherintendedtorepresentorreplacethestandardofcarebywhichtheadequacyofagivenprofessionalservicemustbejudged,norshouldthisdocumentbeappliedwithoutconsiderationofaprojectsmanyuniqueaspects.Theword"Standard"inthetitlemeansonlythatthedocumenthasbeenapprovedthroughtheASTMInternationalconsensusprocess.
